The interim deal culminates negotiations on fluorinated greenhouse gases and follows an informal agreement reached in June on ozone-depleting substances.
While existing EU legislation already significantly restricts the use of fluorine gases, in line with the Paris Agreement, the new rules will further reduce emissions of fluorine gases into the atmosphere and help limit rising global temperatures.
The interim agreement will completely ban small (<12kW) single unit heat pumps and air conditioners containing fluorine gases with a global warming potential greater than 150 from 2027, and phase them out in 2032. Regarding split-system air conditioners and heat pumps containing fluorine gases, joint legislators decided on a total ban from 2035, with the phase-out date for certain types of split-systems having a higher potential for global warming to be brought forward. The device may continue to be used where required to meet safety requirements. The interim agreement also includes the possibility of releasing a limited number of additional heat pump quotas if the proposed ban jeopardizes the achievement of heat pump deployment targets required by REPowerEU.
